Clermont County Jail Corrections Officer Faces Felonious Assault Indictment Following Inmate Encounter

A corrections officer in Clermont County now faces the prospect of substantial prison time after a county grand jury returned a formal indictment accusing him of violently assaulting a person in custody. The criminal charges stem from an on-duty use-of-force altercation that occurred inside the local correctional facility during the summer.

Matthew Mullenix, a staff member with the Clermont County Sheriff's Office corrections division, was officially indicted on two separate counts of felonious assault. The indictment represents a severe escalation in legal jeopardy for the officer, shifting the matter from an internal administrative review directly into the county's criminal court system.

Under Ohio statutory guidelines, each individual count of felonious assault carries a mandatory consideration of serious penal consequences. If convicted on both counts, Mullenix could be sentenced to serve anywhere from two to eight years behind bars for each offense, creating the very real potential for a multi-year stay in a state correctional institution.

The underlying confrontation that triggered the grand jury’s review took place inside the Clermont County Jail on the afternoon of July 7, 2026. Official departmental records document that the situation unfolded rapidly inside one of the facility's housing cells at approximately 3:29 p.m.

According to investigative findings and prosecutorial statements, Mullenix initially approached and entered the prisoner's individual cell. Upon stepping inside the room, the officer observed the incarcerated individual with an article of clothing, specifically a shirt, wrapped and tied securely around their neck.

While the preliminary response involved addressing the immediate hazard by removing the garment from the inmate's neck, the encounter escalated quickly thereafter. Prosecutors allege that rather than managing the situation through approved, de-escalating control tactics, Mullenix engaged in unjustified physical violence against the prisoner.

State prosecutors stated that after taking the shirt away from the individual, Mullenix delivered multiple unnecessary physical strikes to the inmate. These repeated blows were delivered prior to the officer fully securing and restraining the person, resulting in considerable bodily harm.

The force utilized during the encounter resulted in significant injuries to the inmate, prompting immediate scrutiny from facility supervisors and agency command staff. Following the physical confrontation, administrators acted to separate Mullenix from his daily operational duties inside the jail.

As part of the initial administrative protocol, Mullenix was placed on administrative leave while an extensive, formal inquiry was launched to assess the full context of his actions. The Clermont County Sheriff's Office led the comprehensive fact-finding investigation into the July 7 encounter.

During the course of the investigation, detectives and departmental reviewers conducted an exhaustive examination of multiple independent streams of evidence. Investigators meticulously reviewed video recordings captured by officer-worn body cameras, examined official medical records detailing the inmate's injuries, and gathered detailed witness accounts from staff and individuals present during the event.

Upon concluding their internal probe, investigators turned over all collected evidence, video files, and investigative summaries to the county prosecutor’s office for legal evaluation. Prosecutors ultimately determined that the physical actions taken by Mullenix crossed legal boundaries, constituting an unlawful and excessive application of force against an inmate who was being restrained.

The case was subsequently presented to a Clermont County grand jury, which concurred that sufficient probable cause existed to formally charge the corrections officer with two felony counts of assault for his conduct inside the cell.

Clermont County Sheriff Chris Stratton addressed the community and media following the return of the indictment, underscoring the department's stated commitment to integrity and equal enforcement of the law across all ranks.

"I want to be explicit: nobody within this department is exempt from the law," Sheriff Stratton stated in an official agency release. "We treat allegations seriously whenever a staff member is accused of violating policies, breaking the law, or failing the public trust. We examine the evidence, review the facts and proceed with the necessary steps."

The sheriff's statement affirmed that departmental procedures mandate swift and uncompromised reviews whenever an employee is suspected of criminal behavior or severe breaches of standard operating protocols while serving the public.

Mullenix is scheduled to make his initial appearance before a judge for formal arraignment on Wednesday morning at 10 a.m. The proceeding will take place in the Clermont County Common Pleas Courthouse, where bail conditions and future scheduling for the felony case will be established.
