High School Students in Baldwin Embrace New York’s Proposed Shift Away From Mandatory Regents Exams

High school students in the Baldwin School District on Long Island are welcoming proposed adjustments to New York State’s high school graduation requirements, as educators test new approaches to measuring student success. With the state preparing to transition away from traditional standardized testing mandates, students who have already completed multiple state examinations are questioning whether these high-stakes tests truly provide an accurate reflection of what they have achieved in the classroom.

The New York State Board of Regents is moving toward a landmark policy update that plans to eliminate the long-standing requirement of passing five mandatory Regents examinations to earn a high school diploma. Under the proposed framework, which is scheduled to take effect beginning with the graduating Class of 2028, the state examinations will no longer serve as an unavoidable barrier to graduation.

State educational leaders have strongly endorsed the transition away from high-stakes testing mandates. New York State Education Commissioner Betty Rosa expressed clear backing for the initiative, highlighting the need to dismantle systemic obstacles that hinder high schoolers across the state. Emphasizing the unintended consequences of the current structure, Rosa stated that the mandatory testing framework functions as a significant hurdle for learners, calling the exams an absolute barrier for public school students.

In anticipation of these statewide reforms, Baldwin has emerged as one of a select group of Long Island school districts currently piloting alternative assessment models. District administrators and faculty have implemented innovative instructional methods crafted to measure academic comprehension in comprehensive ways that extend far beyond standard multiple-choice and written testing formats.

The perspectives of Baldwin High School students are rooted in considerable firsthand testing experience. Many upperclassmen have already sat for numerous state exams during their academic careers. In discussing their testing history, several students noted the heavy volume of tests they have taken, with one student recalling completing five to six Regents exams, while another confirmed having already taken six.

These extensive testing experiences have led many pupils to reevaluate the efficacy of traditional statewide examinations. Among them is junior Zyliah Bailey, who noted that Regents exams often fall short of capturing the full depth and breadth of a student’s knowledge. Bailey and her peers argue that a single standardized test cannot adequately reflect the cumulative effort, critical thinking, and diverse skills developed over an entire academic year.

To address these limitations, Baldwin has incorporated experimental coursework designed around applied learning, including a specialized senior experience class. In this course, standard core academic subjects are blended into an integrated, interdisciplinary format. Rather than relying solely on conventional written examinations, students are evaluated through comprehensive projects, collaborative assignments, and oral presentations.

Baldwin Schools Superintendent Anthony Mignella explained that the pilot structure prioritizes active demonstrations of understanding over rote test-taking skills. According to Mignella, students in the program conclude each instructional module by delivering a presentation or participating in a showcase of learning at the end of every unit, effectively replacing the traditional sit-down examination with dynamic performance tasks.

The pressure of state-mandated testing is particularly acute for pupils who simultaneously manage heavy advanced academic workloads. Many students at Baldwin High School participate in multiple Advanced Placement (AP) courses, meaning they must navigate rigorous AP assessments alongside state Regents testing. For these students, reducing the central emphasis placed on Regents testing is seen as a necessary step to alleviate unnecessary academic strain.

Junior Mekhi Pratt highlighted the positive mental and emotional impacts of moving away from compulsory Regents testing. Pratt explained that easing the standardized testing burden provides students with meaningful relief from academic stress, enabling them to direct their energy and focus toward essential coursework, meaningful learning objectives, and other critical academic responsibilities.

Under the state’s anticipated policy adjustments, Regents exams will not disappear entirely from New York classrooms. Instead, the examinations will transition into optional assessments. District leaders in Baldwin plan to continue encouraging students to sit for the exams as a viable avenue to demonstrate subject mastery and showcase academic achievement.

Rather than serving as the sole benchmark for high school completion, Regents exams in Baldwin will function as one component within a broader portfolio of evaluation metrics. School leaders believe that incorporating multiple measures of performance creates a more balanced, equitable, and thorough assessment of student capabilities.

The ongoing changes are designed to empower school districts across New York to further develop and expand alternative assessment strategies. By allowing flexible pathways to graduation, education officials aim to ensure that students are provided with varied opportunities to demonstrate their intellect, analytical capabilities, and practical application of course material.

As New York continues its progression toward the 2028 implementation date, the experiences of pilot districts like Baldwin offer valuable insight into how high schools can balance rigorous academic standards with supportive, multidimensional assessment practices that better serve the diverse needs of student bodies.
