Federal Trial Opens for Chicago CBP Officer Accused of Suburban Sexual Assaults and Robberies

A federal trial has commenced in Illinois against Luis Uribe, an officer with U.S. Customs and Border Protection who stands accused of leveraging his official position, service firearm, and badge to sexually assault and rob four women during 2022. The proceedings bring serious scrutiny to the actions of the federal agent, who was assigned to Chicago’s O'Hare International Airport during the timeframe of the alleged offenses.

According to the federal indictment returned late last year, Uribe is charged in connection with six separate incidents occurring between February and October of 2022. Federal prosecutors maintain that the defendant specifically targeted four Chinese nationals, using his status and instruments of federal law enforcement authority to coerce them into compliance before committing sexual assaults and thefts.

The alleged crimes occurred off airport grounds, taking place inside suburban hotel rooms located across Schaumburg and Naperville. In each documented instance, investigators state that Uribe utilized the power of his office to intimidate the victims, displaying his official badge and carrying his government-issued service weapon to force the women to submit to sexual acts or to surrender their personal property.

During opening statements, Assistant U.S. Attorney Jonathan Shih forcefully outlined the government’s case to the jury, emphasizing that Uribe had severely abused the public trust bestowed upon him as a federal officer. Shih told jurors that the defendant possessed a sworn duty to serve and protect the community, but instead chose to engage in violent robbery and rape while hiding behind his official credentials.

The prosecution’s theory centers on the power dynamic created when a federal immigration officer confronts foreign nationals. By presenting his credentials and service weapon, prosecutors argue, Uribe placed the women in immediate fear of legal retribution or physical violence, leaving them vulnerable to predation in private hotel rooms throughout the Chicago suburbs.

In response, defense counsel launched an aggressive effort to undercut the government's case, maintaining that no criminal behavior transpired during the interactions. Defense attorney Michael Clancy told the jury that the encounters were entirely consensual transactions involving commercial sex, insisting that his client had merely hired the women rather than attacked them.

Clancy directly attacked the character and veracity of the four alleged victims during his opening remarks. Addressing the courtroom, the defense attorney stated that the women could not be believed, labeling them as liars, hustlers, and prostitutes who were attempting to fabricate criminal allegations against an officer of the law.

Expanding on this theory, the defense argued that Uribe was in fact exploited by the women due to his sensitive professional occupation. Clancy argued to the jury that the women had orchestrated a scheme against his client, telling jurors that they had effectively manipulated Uribe and viewed an immigration police officer as an ideal target to exploit.

The government's timeline suggests that community awareness and distress regarding Uribe's conduct began months before criminal charges were formally brought. Prosecutors revealed that as early as March 2022, concerns regarding the defendant had already surfaced within the local community following prior interactions.

According to court filings, a woman who had previously engaged in paid sexual encounters with Uribe attempted to intervene by photographing him during a lunch meeting. She then distributed the photograph among other women as a warning about his conduct, while allegedly offering him free sexual encounters on the condition that he cease targeting and attacking other women in the area.

Despite that confrontation, federal prosecutors assert that Uribe persisted with his pattern of illicit behavior throughout the following months. The string of alleged assaults and robberies continued until October 2022, when one of the victims decided to come forward and officially report an assault to the Schaumburg Police Department, setting off a formal inter-agency criminal investigation.

In building their case for the jury, federal prosecutors highlighted a substantial array of corroborating forensic and technical evidence. Investigators secured DNA evidence tied to the allegations, as well as FBI tollway tracking data that established Uribe’s physical movement and confirmed his presence near the Schaumburg hotel at the time the final alleged assault occurred.

Following the initial police report in the autumn of 2022, federal authorities initiated administrative actions against Uribe. Information presented during the courtroom proceedings revealed that his government-issued service firearm was confiscated, and he was promptly removed from active duties at O'Hare International Airport to be reassigned to a desk position.

Uribe's ongoing employment standing with the Department of Homeland Security remains partially undisclosed. While it was not clarified during recent court proceedings whether he continues to receive compensation on the federal agency's payroll, a department spokesperson noted that federal privacy regulations restrict the agency from commenting on specific personnel matters.

The trial is slated to feature direct testimony from all four Chinese national women named in the indictment. Jurors will be tasked with weighing their firsthand accounts against the defense’s assertions of consensual paid encounters as the proceedings move forward in federal court.
